Gordon M. Ambach is Executive Director of the Council of Chief State School Officers. He has been in education administration and policy-making for four decades: two decades at the federal level and two in state and local service, including 10 years as Commissioner of Education and President of the University of the State of New York. Mr. Ambach has served as the national spokesperson in Washington for the states since 1987, and now specializes in advising the Congress and Administration on the federal legislation that will most effectively result in improved student achievement.
